In Brief: In the live action series the attack was renamed, Mercury Aqua Mist which looked identical to Mercury Bubble Blast but resulted in a bubble energy beam rather than a mist. This was most likely due to the special effects budget of a weekly television series. So while Mercury lost a defensive attack, she gained an offensive one that allowed her to take out bad guys all by her self!

The Attack: For the live action series attack, Sailor Mercury's bracelet begins to glow, she opens her arms and begins to spin around like a whirlwind drawing in all the air, in this case water and bubbles. Lights flash and she continues to spin. When she has caught enough water/bubbles she stops spinning and fires the bubbles at her target by slowly drawing her arms together.
