In Brief: Sailor Uranus' first attack which like the other Outer Sailor Sodliers' attacks seems to be greatly stronger than the attacks of the Inner Sailor Soldiers. The attack itself seems to contain the contained power of an earthquake in energy form which can be directed at an opponent. It has, on several occassions proven so powerful as it defeat an enemy without the help of Sailor Moon.
  
Cultural: "In the course of a study of tidal effects on earthquakes2, the astronomical positions of the planets have also been taken into account and a remarkable correlation between the positions of Uranus and the moment of great earthquakes has been established for a certain period. Gutenberg and Richter's data of all earthquakes equal or greater than magnitude 7¾ have been used."

The Move: Sailor Uranus holds her hand up as a spark of evergy forms and draws a burst of energy from the Earth which expands to create a planet-like ball of energy.
She then thrusts her fist with the energy ball into the Earth which rips through the ground and travels towards her target, eventually speeding up and flying through the air.
