In Brief: The anime form of Venus Love Chain Encircle (or Venus Love Me Chain) differs from the manga and live action versions in that the chain is a purely magical creation. In the others versions, Sailor Venus actually uses the chain she wears around her waist for the move and charges it up with magical powers for the attack. As the designs of most of the characters were simplified for the anime (to make production faster and easier) the anime version actually shows the chain being created before used to attack.

The Move: Sailor Venus appears surrounded in a beam of bright light. Almost immediately small golden hearts begin to float upwards and form into a magical chain that spins around it's creator.
Sailor Venus then begins to concentrate and raises her right arm above her. As she yells the attack's name she points her arm forward directing the love chain to fly at her intended target.
